Abstract
Homelessness is a persistent problem for communities all over the United States and the world. In Atlanta, overall and sheltered homelessness have declined, but unsheltered homelessness has increased over the last several years. This study uses the existing literature on homelessness, encampments, housing options, and treatment methods to inform an evaluation of the City of Atlanta’s 2023-2028 Community Plan to Reduce and End Homelessness. The evaluation instrument assesses 6 components of the plan to determine the fitness of the plan for addressing homelessness in Atlanta. This study finds that the latest five year plan is an improvement over the first, but lacks detailed proposals that are informed by best practices.
