    Science Gone Wrong: Understanding scientific work by examining "failures" across productions, consumptions, and careers in science

    This dissertation examines “failures” across three different dimensions of the production of science (production of data, impacts, careers) to further expand our understanding of scientific work, thereby providing effective implications for science policy. The first study (Chapter 2) involves ethnographic observation of the work of bench scientists at material science labs to understand the problem-solving activities involving frequent interruptions in producing experimental data. The second study (Chapter 3) expands our understanding of citation practice in scholarly communication. In doing so, I examine citations to retracted references to test existing theories and propose an additional mechanism for how scientists embed other scientists’ works into their papers. The last study (Chapter 4) addresses the long-standing issue of gender inequality in scientific careers. In doing so, I ask how the increasingly bifurcated production role in science may shape career longevity and how this relationship may differ between women and men scientists. Together, these studies use a sociology of work perspective to better understand various components of the production of science in order to develop a deeper understanding of the science of science as well as to inform policy debates and other initiatives designed to improve the production of science.

    Setting the Agenda for AI: Actors, Issues, and Influence in United States Artificial Intelligence Policy

    As research and adoption of artificial intelligence (AI) has significantly advanced in the early 21st century, determining how to govern AI has become a global priority. Key questions include how AI should be understood as a policy domain, which policy problems are most pressing, which solutions are most viable, and who should have a say in this process. This dissertation seeks to provide key insights into the early years of AI policy, focusing on the development of the emerging AI policy agenda in the United States. To do so, it examines and reveals which issues, actors, and influence efforts are playing a prominent role in the complex, ambiguous, and contested process of agenda-setting. The research performed draws on a variety of quantitative and qualitative methodologies, including document analysis, text-as-data and time series approaches, and experimental techniques. Data examined include text from U.S. federal AI policy documents, traditional and social media discourse from federal policymakers, media, and members of the public, and engagement data collected from state legislators who participated in a field experiment. The results reveal that social and ethical dimensions of AI receive a heightened degree of attention in AI policy discourse. However, consideration of these issues remains partially superficial and subsumed into concern about AI's potential for economic innovation and role in geopolitical competition. Further findings demonstrate that policy entrepreneurs can use persuasive narratives to influence legislators about AI policy, and that these narratives are just as effective as technical information. Finally, despite pervasive calls for public participation in AI governance, the public does not appear to play a key role in directing attention to AI's social and ethical implications nor in shaping concrete policy solutions, such that the emerging AI agenda remains primarily expert-driven. The dissertation's findings and theoretical and methodological approaches offer key contributions to policy process scholarship and related fields of research, and provide a baseline on which to understand the evolution of the AI policy agenda and AI governance going forward.

    Solid waste management: the barriers to sustainability on remote islands

    Waste generation rates continue to grow around the world, creating a need for more comprehensive waste management strategies to meet sustainability needs. Remote islands are profoundly affected by the growth in waste and have a critical need to develop policy that addresses their unique characteristics, such as limited land space for waste disposal, higher per capita waste generation rates due to tourism, and lack of opportunities for interstate waste transport. This case study investigated one Hawaiian County's collaborative approach to adopting a new solid waste management policy. Ostrom's Institutional Analysis and Development Framework (IAD) was utilized to examine the facilitating and impeding institutional factors that affect the adoption of more sustainable waste management approaches on remote islands. The impeding factors that created barriers to sustainability included blueprint models, lack of financial incentives, financial cost, infrastructure, exclusion from waste services, remoteness, and illegal dumping. Facilitating factors were environmental concerns and exemplary waste examples by other communities. Recommendations are provided for addressing these barriers and using the available opportunities to work toward greater sustainable resource management on remote islands.

    The impact of hybrid electric vehicle incentives on demand and the determinants of hybrid electric vehicle adoption

    This dissertation identifies the average treatment effect of state level incentives for hybrid vehicles, identifies individual-level predictors of early adopters, and attempts to understand why states adopt these incentives. These questions are estimated using traditional parametric techniques, logistic regression, difference-in-difference regression, and fixed effects. In particular, this dissertation looks at changes in aggregate demand on two comparison groups: (1) the natural control group, states that did not adopt subsidies, and (2) a constructed control group, states that proposed subsidies during this same time period but did not adopt them. In addition to these parametric models, propensity score matching was used to construct a third comparison group using the models that identified determinants of the policy adoption. These findings were supplemented by exploratory analyses using the individual-level National Household Travel Survey. This multitude of evaluative analyses shows that HOV lane exemptions, if implemented in places with high traffic congestion, were found to impact aggregate demand and an individual's propensity to adopt a hybrid, while traditional incentives had limited impact. These analyses provide insight into why states adopt certain policies and the circumstances in which these incentives are effective. Since people may be motivated by factors other than economic factors, creating effective incentives for energy efficiency technologies may be more challenging than just offsetting the price differential. Instead, customization to the local community's characteristics could help increase the efficacy of such policies.

    Institutionalized Environments and Information Security Management: Learning from Y2K

    The successful elimination of the Y2K vulnerability from the information technology (IT) systems of a large, complex critical sector organization provided a model to study how organizations contend with problems affecting the security of electronically stored and transmitted information, and how context influences their solutions. This dissertation proposed that the institutionalized environments of sub-unit business areas influenced compliance solutions during the Year 2000 Program process at Delta Air Lines, Inc. The investigation applied rival organization theories. A comparative case study method was employed to explain the Y2K compliance solutions of four business areas as embedded sub-cases. Data for the study were the Delta Year 2000 Program archive, and personal interviews with individuals related to the Delta Year 2000 Program. Data analysis revealed characteristics of both the institutional and the rational-contingency models. Case results showed that: * A positive relationship among entities in the sectoral environment benefited the air transportation field in addressing the Y2K problem. In this cooperative setting, addressing common issues in one place helped a vast network of related organizations. Recognizing that all were stakeholders made it work. * Business area decisions were influenced by the institutionalized environments of their respective fields. * The Year 2000 Program team lacked awareness that the Y2K bug was an information security issue. * In the process of eliminating the Y2K bug from the Delta systems, new vulnerabilities were introduced. While tradeoffs are always required among security, functionality, and efficiency within the IT structures and systems of the present time, this negative effect might have been anticipated; but it was not. * The success of this complex, short-term project at Delta underscored the importance of leadership, understanding of IT, vision, motivation, IT skills, understanding of assets, and appropriate strategy. The Delta case study contributes to the fields of information security and organization studies. Results have implications for policymaking and for future research in the field of information security.

    University research centers and the composition of academic work

    The purpose of this study is to assess the extent to which affiliation with a university research center affects how university scientists allocate their work time across their many academic tasks and responsibilities, including research, teaching, student advising, grants and contracts work, and service and committee duties. The key proposition is that institutional variation across university research centers can affect greatly how center affiliated university scientists allocate their work time insofar as some center level characteristics are more conducive than are others to role strain, which is the structural circumstance (Merton 1957) wherein an individual is beholden to center and departments norms and expectations that are divergent. The concept of role strain befits analysis of the impact of center affiliation on university scientists time allocations insofar as it provides a structural framework with which to characterize the time constraints that center scientists face as a result of being dually obligated to a center and an academic department. Moreover, study at the organizational level of analysis emphasizes competition and even conflict between university research centers and academic departments over the scarce resource of faculty time (Geiger 1990, Stahler and Tash 1994, Mallon 2004). This study uses data from a national survey of university scientists as well as data from interviews with university scientists who affiliate with National Science Foundation Engineering Research Centers or Science and Technology Centers. Survey results demonstrate that a centers size, multidisciplinarity, organization within the university, programmatic ties, and external relations increase the time allocated to research, grants and contracts work, and service and committee duties. These findings constitute objective evidence of center induced role strain (Pandey and Kumar 1997, Rizzo et al. 1970) insofar as they identify components of center scientists work environments suggestive of center and department norms and expectations being divergent and even conflicting. Interview results demonstrate similarly that when a center has no ties to an academic department and when its research focus is applied or commercially relevant, workload increases. These findings constitute subjective evidence of center induced role strain (Pandey and Kumar 1997, Kahn et al. 1964) insofar as it is the center scientists themselves observing these divergent norms and expectations. Implications for policy and theory are discussed.

    Technological Innovation of Chinese Firms: Indigenous R and D, Foreign Direct Investment, and Markets

    What are the factors behind the recent development of industrial technology in China? Does China follow the path of learning technology from outside through direct foreign investment and international trade as other Asian newly industrialized economies, or imitate the U.S. model that develop science and technology within the country based on the strong domestic research capacity? This study examines these questions using a comprehensive research model and a new Chinese patent dataset. The patent statistics in this study are created based on more than 120 thousand granted invention patent abstracts in China between 1985 and 2003. Compared with the Chinese patent data used in prior studies, this dataset distinguishes firm patents from patents awarded to universities and research institutes. The dependent variable for regression analysis is the technological innovation performance of Chinese domestic firms as measured by the number of patents awarded to firms in 30 Chinese provinces from 1989 to 1999. The final panel data for regression analysis were completed with other provincial indicators for the same years on research and development (R and D) expenditures by firms and public institutions, foreign direct investment (FDI), domestic consumption, and foreign exports. The results of count data fixed effect regression approaches show that the efforts of firms, measured by industrial R and D expenditures, spillovers from R and D activities conducted at universities and public institutions in the same region, and demand driven mainly by foreign exports are the most prominent positive factors in the domestic firms technological innovation performance. While the net impact of FDI on domestic firms patenting activity is mostly insignificant and sometimes negative
