The Urban Homesteading Demonstration Program: A Review and Analysis

This paper is essentially a review of local approaches to urban homesteading as adopted by the 23 original participating cities in 1975. Although the entire program is examined, the report focuses on the homesteading programs of Atlanta and Decatur. Within the context of the review, an evaluation will be made of the urban homesteading program as a tool for neighborhood improvement. Consideration is given to the dual objectives of urban homesteading. On one hand, it is intended to be a mechanism for delivering standard housing to households that have demonstrated the "need" for such housing and the “capacity” to fulfill the requirements of a homesteader.
