Abstract
I introduce the concept of institutional integration in the context of anticipatory governance. The aim of anticipatory integration is to build capacities for socially robust innovation. I illustrate this concept with an integrative institution: the Bayh-Dole Act. I trace the history of this policy in relation the commercialization of science and the blurring of the traditionally compartmentalized innovation tasks (research, development, commercialization), account for its accomplishments, shortcomings, and I consider the necessity of future reforms.
