Abstract
Analysis of public research portfolios should reflect the life cycle of the innovation process. This paper will characterize and organize the variables that could be considered in portfolio analysis for publicly funded research, and introduce the argument that combinations of variables, including research capacity, increase the likelihood of portfolio success.
