Abstract
This applied research paper uses qualitative and quantitative methods to asses the environmental impacts of cityhood movements in the Metro Atlanta area using Brookhaven and DeKalb County as a case study. Through GIS Analysis, zoning code comparisons, and reviews of comprehensive plans, this paper finds a complicated relationship between newly incorporated municipalities (NIMs) and their environmental impacts. While NIMs can have more sprawl and lead to quickly rising rates of impervious surfaces across the new jurisdiction, they can also implement innovative and environmentally friendly ordinances or be used as a tool for environmental justice in majority-minority communities. A series of relevant policy recommendations is included for areas considering incorporating, their counties, and the state of Georgia.
