Abstract
The United States Environmental Protection Agency recently has undertaken several enforcement initiatives with regard to the collection, conveyance and treatment of wastewater by municipalities. Some of these enforcement initiatives have been adopted by the Georgia Environmental Protection Division. The result has been penalties in the millions of dollars and capital improvements in the billions of dollars. This paper discusses the ongoing enforcement initiatives of the United States Environmental Protection Agency and the options available to local governments both to respond to such actions and, preferably, to avoid such actions.
