Abstract
When the Gwinnett County Department of Public Utilities (DPU) undertook several, major inter-related water system expansion projects, the staff knew community outreach would be critical to its success. The plan would be a living, working document that could change as the situation warranted. By developing a strategic communications plan before construction began, DPU achieved a level of support and trust in the affected community that helped it balance the public’s interests with its role as a service provider through with more than three years of construction.
