Abstract
This paper will analyze the use of international success examples in science and innovation policy debates and practice in Norway, particularly related to the establishment of science parks in the 1980s and TTOs in the 2000s.Can it be claimed that success examples are uncritically copied or emulated ? Which role do the success examples play in different phases of a policy initiative s development? A preliminary analysis indicates that there are major differences between the two time periods, and that the latter one was not characterized by any unreasonable infatuation with foreign success stories. Enthusiastic individuals have been important in all cases, but the use of success stories varies with the development phase of the initiatives.
