Abstract
This report is being produced to study the feasibility of establishing and implementing a public spaces program for Midtown, Atlanta. The program will be a holistic approach to preserving, maintaining, developing and improving the public environment. The mission of the program is to make Midtown a place that is both 'green' and urban at the same time. This task will be taken on by the Midtown Alliance and its partners throughout the Midtown area and in the City of Atlanta government. This report has two objectives. The first is to develop a classification system for the elements that influence the function and perception of public space in order to define a set of places and things that deserve the attention of the program. The second objective is to discuss and recommend various available policy tools that will aid in the implementation of the Public Spaces Program.
