Abstract
In the eyes of future historians, the year 1989 may well be identified as a milestone year for the management of Georgia's land and water resources. The legislative package emanating from the Governor's Growth Strategies Commission not only addresses significant land and water issues but sets the stage for future efforts in land and
water resources management (Governor's Growth
Strategies Commission, November 1988). In
addition, the increase in state sales tax may
result in additional funding for water management programs.
