Abstract
In the ACT/ACF comprehensive study Georgia is simulating many river basin management alternatives. The goal is to develop alternatives that meet Georgia's water needs, meet downstream states water needs, and leads to a water allocation that all partners can live with. The process of developing Georgia's preliminary alternatives will be the topic of this discussion. This presentation discusses the following steps in developing and analyzing river system management alternatives: 1) List Georgia's guiding principles. 2) Determine that municipal, agricultural, industrial, and instream flow water needs could not be provided by natural flow. 3) Determine the supplemental flow or storage needed to provide the water needs. 4) Determine how this supplement could be provided, and explore necessary tradeoffs between the various water demands.
