Abstract
Public research universities (PRUs) contribute to innovative capacity in many ways. This paper focuses upon universities' role in training skilled laborers. Specifically, we consider PRU contributions to innovative capacity by analyzing the number of science and engineering (S&E) degrees conferred by these universities between 1985 and 2007. Because PRU behavior often reflects the pathways through which they receive funding, we consider the ways in which sources of university revenues predict the number of S&E degrees awarded. We explore this relationship using fixed effects panel regression techniques to analyze data collected by the National Science Foundation and the National Center for Education Statistics. Results suggest funding strategies for policymakers who wish to incentivize PRUs to pursue particular innovation-related outcomes.
