Abstract
Current nonpoint source plans tend to focus on addressing the form of new land developments. However, any effective plan for reducing sources of nonpoint pollutants in local streams must ultimately address older, existing developments. We already know what needs to be done, using the land to filter the runoff at its source. The question becomes one of providing incentives to property owners to reduce the quantity of impervious surfaces on their properties as the land uses change over time. This paper proposes a series of methods communities may adopt to encourage solutions to this problem.
