Abstract
The Colombian National System of Science and Technology (SNCyT) follows Sbato s Triangle, which means that every decision-taking body includes representatives of three sectors: government, research community, and productive sector. The objectives are to study the role that programmatic councils have played in governing S&T and creating communication channels between various actors through dissemination of policies.
