Abstract
On September 22, 1994, the Sierra Club and other organizations filed a citizens suit against the United States Environmental Protection Agency, in an effort to compel the EPA to implement specific provisions of the Clean Water Act in Georgia. Judge Marvin H. Shoob presided and ordered the EPA to establish Total Maximum Daily Loads for Water Quality Limited Segments in waters of Georgia. This paper presents the details of that lawsuit.
