Written but not typed 8/7/21 Mr. Oscar Elsas, President Report on Operator 259 as requested I have come to the conclusion that this man is undesirable for the work we have engaged him for. He was highly reccommended by #53 and came to us on his supposed information that secret meetings were being held in the old Picture Show Building. He has never proved this to be a reality and indeed some of his reports are useless chatter often repeated on which his information is so bad and at times contradictory no reliance can be placed on them. Futher on the 28th [...] he went to #53's office and had me telephoned for and when I met him and his district manager, they both pressed me to let him work from Boulevard Pharmacy, where he considered he could get better information. I told him that he could not be allowed to do this without authority or instructions. I am afraid also that he is indiscreet and if not already uncover- ed through his over talkativeness, will not be long until he succeeds in this. Please see Mr. Florence on this as I think he told Mr. F. what his work was. We cannot do anything on Decatur or Carroll streets because the bootleggers operating there are and always have been protected by the police. His reports on familiarly by Adams [...], Hopper, Durham Hull and others cannot be admitted after me after I have spent a deal of time and care trying to prove or disprove them. I am certain he has both a vindictive and foul mind and on that account is undesirable. I recommend that his services be discontinued. The purpose for which he was engaged principally was to uncover union sympathies, sympathisers and projected union activities, but not one case of a reliable or possible nature has been found by him. #53, I am certain , is endeavor- ing to create work for this man and others, which of course, is in the interest of his own business. It is quite different in the case of #251 whose reports are generally accurate and seldom overdrawn, while his methods are indeed quiet, secret and affective. [signed AJM]
