I'll be I'll be brief and I'm delighted to be here with you today on the topic of the title for my topic today. I came up with how do I put the puzzle together when I've lost the box top and don't know what it's supposed to look like I've got a nice of Jade in little beach and yet I don't have a road map and I don't know the picture of what this part of the supposed to be. So now let me turn right quick and do of a traditional management analysis cover SWAT analysis I was ready to have taken management know I recently learned about a SWAT analysis SWAT strengths weaknesses opportunities and threats and this is recognised management technique. So let's employ briefs walk now sis hash the right. Take a look around there ain't many of us in this room. I would suggest to you that might be a weakness or strength this thing that many of them leave behind. Nobody knows what to do about this John Roberts presentation says you've got songs that are remarkably coopt songs that are opposed to that song that a fork but nobody really knows. This may be an opportunity for us to fill a void to take a leadership position to influence opinion in Washington to convince those in Washington that up teetering and don't know which way you know of trying to test the political will and wins and see which way the wind is blowing before they make up their mind to take their position this may be an opportunity for. So if the Marines. So either the few the proud the Marines and they can get things done. Well then maybe we can be a little bit like the Marines. Well let's look move on from our strengths and weaknesses the opportunities and threats. I summarize our threat is there's a black ten Washington don't know what it wants to do but I think the opportunity is this is a blank tablet and we can write a message on that we want to run. So having said that let me go back to my box top notch. How am I supposed to start doing anything unless I have a blueprint. I'm supposed to start putting things together. If I don't have a national blueprint and know what this thing is supposed to look like where it's going to go over the course of connection Heaven forbid I don't even think anybody has come out from Washington and said whether we're supposed to be using true high speed over here catenary system or third rail or an isolated system so that nobody can get out then touch it because if you do your fried is on the stand and I'm sure the supporters are great but what about What am I supposed to do as a monk and I supposed to sit back twiddle my thumbs and wait till some of these decisions are made. Well I say no. There's a lot that we can and should be doing years in my years as businesspeople as industry leaders and it is an ad for here's who see the need for this to influence opinion in Washington. So I came up with several points to talk to you about right quick enough so that we'll take more questions in five figures at No one. I've got to figure out how to co-locate different modes of travel. I've got to try to figure out how to code locate different modes from both sides I just said most people when you talk about high speed pay after a while then think about a famous diesel on a freight crap I've been willing to bet you they pay people out of ten when you ask them about half speed passenger rail they would think about a half speed diesel train on a freight track Norfolk Southern CA or sex union for civic or whatever. I understand from what I hear and read coming out of Washington. The true high speed bear this by the way I think one hundred twenty miles an hour is your line of demarcation you don't go slower than one hundred twenty miles an hour. It's conventions Iraq no problem if it goes faster than one hundred twenty miles an hour. It's true high speed may not be very fast through high speed but hard to minimize my first question you have to ask the chef is what was so special about a hundred twenty miles and well. Anything less than one hundred twenty miles and I can get by on conventional crap may have to modify I may have straightened out a little bit may have banked the curves in the turns a little bit but you can get by on conventional track and partner with Europe your fright room faster than one hundred twenty you don't do this very well at speeds of faster than one hundred twenty lateral motion is just not not a good thing in true high speed. Nor is changes in elevation good and true high speed. So what I understand is we're going to have a dedicated line. It's going to be separate from your freight traffic right. Your true high speed national Hashmi will be on a dedicated line probably built with another electric locomotive and an overhead kick in their suffering. They are the ones that are able to develop the high speeds people locomotives are not able to do it as I understand it but I've got a lot to learn. All right. I look forward to learning the map so if true high speed. Yes and even Very yet how am I supposed to. Well Kate in my community. Well I would suggest to you what I'm going to start to do is to go where all the conventional rail lines. Now that all accessible in that I can use because I think that there is going to be a component of evolving high speed rail abuse. Washington terminology where you do park right lower speeds on existing rail and co-locate patient care and freight and probably have the freight line operate the passenger service much as they did the passenger service back in the forty's and fifty's but I've got to be able to locate that service that may run into different communities in the same complex was true past me and I've got to have some way to get around watch people get off the true high speed all the inner city pay after a go get off in my town. They've got to be able to get around in my time John Robert mentioned the name for transit once you get off of the high speed rail how you can get around in your community. How am I going to get from the train station to the university how to get from the train station to the medical complex where I came from. I'm supposed to get to my own nearest house all the end of time. Once I get off the high speed right. So we've got to do that. The second thing we've got to do I think you know addition to learning how to code locate these different modes of travel into a certain central complex. I think we've got to adapt principles of transit oriented design. We've got to go to school to the University of John Robert Smith and reconnecting America and learn what exactly. Transit oriented design and more importantly as George who's the passenger rail in the Brookings Institute told us recently we've got to learn how to value capture the property increased evacuation increased around terminals and station stops and you've got to be able to use that money to pay for maintenance and operation because the firebox well in all probability are not supposed to make machine operations the highest the tractor all conventional Perhaps you're right. So you've got to figure out a way to interest the private sector into the operation of property around the terminal and use that increased value. Whether you collect it as Advil or intact or special use factual or something that we haven't even thought of yet to help pay for maintenance and operation and dump discount this is a that I'm not so sure of that sound. Well intentioned financially able consortium of businesses couldn't put together a high speed rail before they go there. So messed up in Washington. If you ask me. And so caught up in gridlock and not knowing which way to turn it wouldn't surprise me if a true high speed rail system that was privately owned and privately financed in a public private partnership with communities on either end and along the middle using this value capture design could actually implement true high speed rail service between certain communities and our country before Washington ever decides what the national system is both to look like. And guess what if you beat them to the porch they're going to send a system that looks like the one that's in operation. So you can break them over. You can set the pattern you could literally influence the future and history of what true have to be paid for it looks like if we get on the ball and can take this and run with it. So number three if somebody was number two adept in principles of transit oriented design. And land use planning in peons a zoning decisions all that's in number to number three we've got to get buy in from surrounding communities on display in the recently there's the city of Tampa suffered a stunning defeat for high speed paved Dreyer when they couldn't convince the the local communities in that county around Tampa. To support a one cent local option tax to build a light rail system to connect them back into the true high speed rail town. You've got to get buy in from the local communities they need to understand that what's good for you is also good for them and if they have through transit oriented design access to the high speed rail and avoiding this sprawling continued kind of growing out incrementally but instead have no doubt population connected by mass transit. That's claimed efficient on time and serviceable then it begins to make good economic sense as well for them as it does for the station where the true high speed rail may stop. So we've got to get mine from them and find out. We've got to get buy in from the private sector and finance institutions. If we get them on board and show them that they can actually make money and develop property in a way that enhanced says their interest in addition to the national interest. I think we can really develop it through public private partnerships that will be stunning. So perhaps the title of my brief remarks should have been Show me the money or perhaps it should have been something different but I think one thing we know for sure. While we may have lost the box top. We've got plenty of pieces with which to work and if nothing else you can turn the part of local put the pieces together and paint your own picture.
